Specifically excluded from funding and authority of the Planning Council and Grantee is HIV/AIDS education and prevention, counseling and testing, prevention, needle exchange, employment initiatives, clinical research, demonstration projects, and others are excluded from being funded by Title-I of the Ryan White CARE Act and therefore the Planning Council, Grantee and from the Title-I funds received by Service Providers.Title-I of the CARE Act restricts the allocation of funds to the care, treatment and support services for people living with HIV or AIDS. The Division of Service Systems within HRSA provides a complete list of service categories that are eligible for funding under this program.
