Delaware was a colony owned by the Penn family, proprietary colony, all colonial government officials would have been appointed by the proprietors, the Penn family. Their local government would have a governor, appointed by the head of the Penn family. Their government would have been the same as Pennsylvania, also owned by the Penn family. There were counties, 3, Sussex, New Kent, and New Castle. In the counties there were towns which handle their own local government. Delaware did not like being owned by the Penn family and broke away from the Penn’s as soon as they could. This was why Delaware quickly became a state as soon as they could.
