Most water pokemon can learn ice moves from TMs. You can get Ice Beam from the Game Corner, so it’s unlimited supply. I can guess that you did not start with Piplup, but early on in the game you can get Shellos and/or Buizel, both of which are water type pokemon. Another good one is Milotic, although it can be a *pain* to catch feebas. You will probably be able to get a piplup from GTS if you can stand the wait and you have some okay pokemon to offer. To get Gible, there is a hidden entrance underneath the cycling bridge. You will need Flash and Strength, but you will be able to find gibles downstairs.
