After losing many of the young men in the previous war it was more difficult to round up able bodied men and had a much lower birth rate compared to Germany. After Germany built up its army they easily came and captured France. Putting an old war hero, Petain in charge. Hoping for a quick war they surrendered believing Germany would win, especially when the English were forced to retreat from Dunkirk in 1940 which appeared to the French as an abandonment, so they complied in hopes of a good treaty.
