The Civilian Assistance and Reemployment (CARE) program is an umbrella program for all transition assistance for displaced DoD employees. Employees will be notified of their eligibility for these programs if affected by RIF. Following is a list of programs available to assist employees in finding other jobs: DoD Priority Placement Program (PPP). DoD established this automated referral program in 1965 to match employees facing reduction in force with vacant positions. As vacancies occur, human resources offices use the web based application, Automated Stopper and Referral System (ASARS), to immediately refer resumes of employees who are found to be qualified (a match for the title, series, grade of the vacant position) and who have indicated availability at that location.
