The British Empire had planes and had already defeated Germany's air power. The Russians had planes. The Pacific theater would have been interesting. But the question really makes no sense. Why would only one country not have planes. In fact, if any country was to have it planes vs any others, it would be the US because of the oceans and the size of the US. It would be more believable for Germany, or the UK not to have planes because trains could be used based on the size of those countries. As far a long range aircraft, the US was the world leader because of the oceans and its size.
