If we strictly interpret the Rules, the mentioned space belongs to no zone, but it could be buffer zone. For example, the fence borders the Manual Zone and the Automatic Zone 1 has the characteristic of both Manual Zone and Automatic Zone 1 hence both Manual Robot and Automatic Robot can enter the top surface of the wooden fence including the space above.
