“Encoding” simply means converting data from one form to another, not necessarily encrypted. Just remember that Encoding is not encryption. base64 encoding is a method to convert 8-bit characters to 7-bit characters so they can be transferred over the internet. MIME uses this; so does PGP. It’s also known as radix 64 encoding.
