What's my first step in restoring audio with the DART plug-ins?

You'll really have to decide for yourself what, if any, kind of restoration or cleaning that a recording needs to have performed on it. If there are too many clicks (for your tastes) then you'll want to use the DeClick plugin, if there's too much hiss (high end), then you'll want to use the DeHiss plugin. Since the decision of what processes to use on a file is so subjective, you'll want to experiment with the different filters to become comfortable with their use.
