Each method is different, and the method you ultimately choose may depend on your WordPress coding experience, the amount of time you have, and the budget you have for the project.

Dreamweaver it’s indeed very good. I’ve started to get more into web design and this is the first software I’ve ever used and I don’t plan on changing it. Many people recommended Wix for the first try, but I found Dreamweaver and it worked very well for me from the beginning. I can recommend it with confidence.
Dreamweaver is probably the best, and is the industry standard for professional web design. Writing a website in straight HTML code takes a lot of HMTL knowledge to be as extensive as creating a site with Dreamweaver. I am a web programming major, and I use Dreamweaver all the time. While it is to your advantage to learn HTML, you have to know a lot of it in order to make an in depth website with grqaphics and CSS. Frontpage is, ah, well it is ok. It has nothing on Dreamweaver. Someone said Dreamweaver was hard, but I disagree. Just toy around with it a bit. If you are dead set on learning it, you will. If you want to, it also helps to take a class in it. Also someone else mentioned Geocities built in Pagemaker. I have used it myself, and I think it is garbage. There is a reason why it is free. I guess it is good for personal web pages or for pages for beginners. You can do a lot more by using Dreamweaver, it gives you way more options than any free software out there.
