Press B to bring up the message window. To send the message, press Enter to send to all, press Ctrl + F to send it to only your allies, or press Ctrl + F2, F3, F4 etc. to send it to a specific person. The F key that corresponds to each person is determined by their position on the list (press F12 until player scores come up). For example: Bob is at the top. Press Ctrl + F2 to talk only to him. Joe is next. Press Ctrl + F3 to talk only to him. Jill is next.
