The Concurrent license can be used by any user (developer) who can reach the Software License Server on the network while a Node-Locked License is tied to a specific OS type, machine and named user. A Node-Locked license is always available on the licensee’s machine, whereas a Concurrent license may not always be available to any given user if all available licenses (as specified in the license agreement) are in use by others.
