Physically, a CD on which a Video CD format is encoded is the same size and shape as a CD used to store computer data which is accessed using common CD-ROM drives. The same CD used to record the Video CD data could have also been used to record computer data. However, not all CDs capable of storing computer data are suitable for Video CD use in a DVD player. This means that if you had a suitable computer system, you could watch the Video CD on your computer but it may not work in the VCD player hooked to your TV. Adding to the confusion, because of the varying responsiveness of DVD players, not all DVD players with VCD capabilities are capable of reading all disc types. So, a Video CD which works fine on one player may not work at all on another.
