Whats the difference between anime and normal cartoons?
Anime is a STYLE. It originated in Japan, and the drawing style differs from that of traditional American cartoons. The edges of the characters tend to be sharper (and often times the characters appear more life-like or detailed than most American characters). Most of the better Anime cartoons are drawn in Japan as the first answerer stated.
