categorical, by definition, means without doubt of being changed, so i would assume this to mean importance which will not change, while universal means existing everywhere, or involving everything, so this would seem to mean importance that affects everything, such as politics perhaps, but i’m not quite sure what either mean, so this is just a guess. i hope this helps at all.
