From a scientific standpoint, any organism that has had its genome altered by artificial means is considered modified or engineered, and so are all following generations of the initial organism(s). As such, the difference in terminology comes down to whether people eat it or not. All GE / GM food comes from a GMO. There is, however, a perceived difference. Many people think of engineered corn or soybeans in relation to GE food. GMO is normally associated with pharmaceutical production, the classic example being the production of human-origin insulin in engineered E. coli.
