Pell and TAP are both grant money that you don’t need to pay back. Pell is grant money from the Federal government and TAP is a grant from New York State. Because the money comes from different legislative bodies, there are different rules for each form of aid. There may be a time when you are eligible for Pell but not for TAP. That’s because they have different rules associated with each form of aid.  more
