When effects are used as send/return effects, you can send the signal to the effect at full volume (PRE-FADER) or at the volume that the fader specifies (POST-FADER). Most of the time, send/return effects are used POST-FADER, but not always. For example, if you have a vocal track setup with the reverb effect, and somewhere in the song, you want to pull down the fader of that track (dry signal goes away) but still have the reverb signal coming thru, you could setup the effect as a PRE-FADER effect. When an effect is setup PRE-FADER, fader movements on the track do not affect the effect (no pun intended).
