Whats with the 4-inch gap between baby and mattress?!?

My mother bought this gift for us (quite an expensive one!), with us all reading the promotional materials and believing the co-sleeper would actually be an “extension” of our bed, so that the baby could sleep with us and I could nurse easily in the middle of the night, and so my husband or I could safely sleep with the baby. Now that it is paid for, here and assembled, we learn that the baby is at risk if there is not an actual 4-inch drop between our mattress and the baby’s. We could have saved the money (and lots of space!!!) by simply using the bassinet we had on hand. It is not easy lifting a baby during recovery, and I truly see no difference between this and a bassinet–except the price (much higher), the size (much, much bigger, allowing mother hardly any room to get in and out of bed, and taking away her crucial nightstand, which she needs for water, etc, while breastfeeding), and the fact that it is strapped to the bed, but why?
