check out the ACMA (australian communications and media authority) website they have a large section on digital television signals, what transmitters are where, and what is going to get upgraded in the near future. I have been reading some stuff on the government may be looking into broadcasting digital tv by satellite so that people in poor reception areas will be able to have acess to tv free via satelite, at the moment this service is only available in areas where there is no tv signal at all, but if this happens i am not sure when it will be, if it comes off at all. According to the original plan they are meant to provide a watchable tv signal to the stations that you have access to on analogue before it is cut off, i spend time in regional NSW and they have digital coverage on ten, sbs and abc but do not have digital 7 or 9 yet, they say that it will come but they have not given a date of when it is likley to happen.
