Well for one. We don’t know where you live. I live in Wisconsin. And we always wait until around the end of May to plant. Cause there is always that chance for that frost. carrots or anything that grows under ground can be planted a little earlier, but make sure you keep them covered. But, you best bet is to wait then take the chance of a frost damaging or killing your seedlings. I know one is always tempted to put things in the ground early. But if you get frost, then you end up having to go and get more plants, seeds, etc.
