When did art galleries become a joke, rather than a showcase for talent?

Is an Art Gallery meant to be a showcase for talent? I thought it was meant to be a display site for Art. This then raises the issue of what defines Art. Some people seem to think that it ought to be defined by how much hard work has gone into it, which is a bit like giving high marks to a school pupil’s work because it took a lot of effort to achieve, rather than assessing the final work irrespective of the effort involved. And then there is ingrained conservatism that will deride anything that is not exactly as expected, and as was expected a decade ago, and the decade before that! And it surely cannot be apt to deny the place of some piece in the Gallery because it is not to our personal taste? That way either nothing belongs there (because there will always be someone who does not care for a particular piece), or everything belongs there, because there is always someone who DOES care for a particular piece.
