France and Italy were founder of EEC (European Economical Community) the “mainframe ” of EU. Spain joined in 1986 EEC, but was also a founder of EU, in 1993. EU, founded in 1 November 1993 saw as founding member France, Germany, Italy, Spain, Portugal , Greece Netherlands, Belgium, Luxembourg, Denmark , UK and Ireland. That is also why in EU flag, there are 12 yellow stars on a blue background (it is a bit why in USA flag there are 13 stripes).
