It becomes ammoral or immoral, etc., etc., when it is libelous, or breaches obscenity laws, or when it becomes unacceptable to the society in that it fails to meet community standards. For film, theater, tv, radio and media there are censors or regulators. But I don’t know what prevails for written works (books, articles, blogs, etc.) these days. Yes, writers have a responsibility to meet the acceptable standard or be held accountable to public opinion and/or to prosecution as is applicable.
