When I registered my .ca domain name, I got an email from CIRA saying “Upgrade domain to second level: No upgrade”. What does this mean?

This means that when you registered your domain name, you did not wish to register a second level domain name (like .qc.ca or .mb.ca). You can still register the second level domains if you want, at the regular cost of a domain name.
