These Prefs editors check how many free pens are available, and when there aren’t enough pens, they open a new screen. This happens regardless of the screen depth (hi/truecolor or CLUT). On a 15-bit (or higher) screen the background images should not use any pens. The icons are the problem. Setting the icon quality to “Poor” or “Bad” in Workbench Prefs can help.
