When a Tomcat server is created, server.xml, catalina.policy, tomcat-users.xml, and web.xml are copied from the Tomcat installation to a folder under the Servers project in your workspace. These are the “working copies” that will be copied to the conf directory of the server instance when the server is run. If one of these files is missing or can’t be read, then this error will occur. This error is most likely to occur when using a packaged Tomcat installation on Linux, since the user running Eclipse may not have permission to read one or more of these files. WTP 2.0.x and later was updated to provide an improved error message that better identifies the problem that occurred.
