It depends on your definition of “best”. Summer has the best weather. It is also the most popular time of the year for tourism, so it has the most crowds and the highest prices. Winter has the fewest crowds and the lowest prices, but the worst weather. I prefer spring or fall. The weather is decent in much of Europe (unfortunately, you didn’t say where you are going), crowds aren’t bad, and prices are still lower than during the summer.
