Yes, a game is allowed to continue even if the tester can see that it is going to be a duplicate. Any program that’s stupid enough to lose the same game several times has but itself to blame. Furthermore, from a statistical point of view this behavior is not very important, since the program is just as likely to repeat a win as a loss.
