A13. PHAs must submit RHF Plans that demonstrate that they meet the criteria for receipt of their second increment RHF grants by November 15, 2005. However, the PHA may submit financial letters of commitment to support their Plans during/within the sixty-day approval period following the submission deadline. Q14.
