When plugs in and turns on power of new-purchased recirculating water chiller, why did not any response?

Since 2003, H series recirculating water chiller produced by LabTech has been equipped with locking device and switch guarder. These two parts will prevent power-off at normal usage due to the electric wire is loosed unconsciously. The locking device is sometime locked very tight when departs factory, and the user did not loose the locking device before inserting power wire, so the inserted power wire does not well connected and the machine does not have any response when power is supplied. Therefore, when facing same condition, the user should loose the locking device firstly and insert the plug tightly, then tighten the screw of locking device, that will be OK.
