When there is a conflict between an individual states law and the compact law, which supersedes?
Compact laws are superior to conflicting laws of individual states and are enforceable by the U.S. Supreme Court. The U.S. Supreme Court has ruled that the obligations as to this Compact cannot be avoided and state statutes which prevent the fulfillment of these obligations are considered invalid and unenforceable.
