This was selected as Best Answer Sy The regulations came into effect on the 1st April 2002. Since then all replacement windows, roof lights and glazed doors will have to have been covered by a FENSA certificate or have been covered by a certificate issued by the Local Planning Authority Building Control. If orders for the windows etc were placed before 1st April 2002 and the work was completed before 1st July 2002 the works were not subject to the regulations.
