I haven’t seen toggle buttons but you can get very small round buttons in craft shops catering for card makers or scrapbookers. There are some in the Favourite Findings or Craftime ranges.

Why not make them yourself from polymer clay? That way you could have any shape, size, and color, as well as any pattern or surface finish, if you wanted one. You could also make one hole or any number of holes (from to back or side to side), or add one of various kinds of shanks to their backs. (I once made some really tiny buttons –regular style ones with a depressed center and 2 holes– for some tiny fabric “vests,” and they look reallly cool).
