The link you provided to “Standard Rates” is actually for the “Website Payments” PayPal product – e.g. rates for webmasters who sell things on their websites and use PayPal as a checkout mechanism. These people get rates identical to the “merchant rates” by default. What you’re probably looking for is the Standard Rate for regular PayPal users who sell things on eBay. This is the same as the lowest category of merchant rate (which applies to merchants with sales from $0 to $3000 per month).
