How are annual pay raises calculated? Military pay raises are linked to civilian pay raises. Military pay raises have been at least one half of a percent higher than the civilian pay raise each year, as measured by the Employment Cost Index (ECI), until 2006. Starting in 2007, pay raises are equal to the increase in the ECI. Pay raises may exceed these automatic levels if authorized by Congress. In January 2008, the military pay raise was changed to 3.0%, and 3.5% (ECI). Paydays falling on a holiday: If payday falls on a Saturday, Sunday, or a legal federal holiday, payment is authorized on the preceding workday. This cannot be more than three days before the scheduled payday, with the member being paid for the entire pay period.
