Each state has an agency that regulates rates charged by utilities – it’s usually called the “Commerce Commission” – and the Attorney General’s Office in each state has a consumer fraud division. Complaints can be filed with either of these two entities – just call them and ask them how to do it. However, an administrative complaint may not be the best way to pursue this. What you’ve described could qualify as a class action seeking damages for you and any other person similarly situated. A class action lawyer can explain all this to you but, briefly, it would be a contingent case (i.e., fees payable out of the recovery) and you would be one of the “named plaintiffs.” Companies which may have taken advantage of consumers are much more likely to pay attention to a class action than to an administrative complaint, and the recovery would be much larger – although your share would be the same as all the others in the class.
