You have to go to Lavaridge Town and challenge Flannery, the gym leader. Once you defeat her, walk out of her gym and you will run into Professor Birch’s son/daughter (your rival). He/she will give you the Go-Goggles. You can now go through the desert outside of Lavaridge Town.
