Secondary growth in plants (particularly woody plants) originates in the vascular cambium and cork cambium. Cambia of any type are lateral meristematic tissues that produce secondary growth. The vascular cambium produces more xylem and phloem, and cork cambium produces bark. Both of these result in an increase in girth of the tree, as opposed to an increase in height.
