As to my knowledge, it does not say anywhere that the land would be given to the “Jews” only; you are right, the term “Jew” applies only to the descendents of Judah. The land was given to the Hebrews after the Exodus, when God led them there. So, if we could find them, all 12 tribes of Israel would have a right to land (except the Levites who do not get a portion but would be able to live there). However, we do not know what happened to 10 of the tribes, so that leaves only the remaining Hebrews we named Jews after the tribe of Judah. This is why today we only say that the land belong to the “Jews” but I’m sure if we could find them, we would agree that the other tribes would have just as much claim. Since we can’t find them, we just say it belongs to the Jews. It doesn’t actually say that in the Torah, it’s just kind of a process of elimation – he gave the land to all the Hebrews, but only the Jews are left, so the land goes to them.
