Replacing fuse 32 fixed my front cigarette lighter problem as well. I have a 2005 Buick Rendezvous. The fuses are numbered in the owners manual. This fuse is in the fuse box under the hood; not at the passenger side compartment. It is a yellow 20 amp fuse in the middle left area of the fuse box.
