Where is the “inner panel” fuse box which has the cigarette lighter fuse for a 2006 Hyundai Elantra?

I have two cigarette lighters in my Elantra and I have only used one to charge my cell phone. But now, after 2 years, neither of the cigarette lighters work so I am guessing (hoping) it is the fuse. I found one fuse box under the hood but it wasn’t the one that had the cigarette lighter fuse. I am supposed to have spare fuses. I just don’t know where the fuse box is. A guy in Auto Zone said it is probably below my steering wheel but he didn’t come out and look. If it is, how do you remove the dash or panel to get to the fuse box? The car manual showed diagrams on both fuse boxes so once I find it I could identify which fuse to replace. I am wondering why the manual did not explain where the fuse boxes are. Thanks to anyone who can help!
