When I bought dresses for HS dances I always went to DEB or Pinky & Diane (if you have them in your area-they're usually found in malls). Their dresses are very affordable and come in a variety of styles from formal to semi-formal to cute/casual. According to your description of yourself, I would recommend a halter-style dress that cuts off just above or at the knee. A floor-length dress would make you look shorter and you'd probably need alterations (& seriously, who has the money or time for that?). I've always thought halter styles look more feminine and sophisticated on girls with short/medium hair. As far as colors go, black is always great for your skin tone, but it really depends on your complexion and hair color. Just try it on and gravitate towards colors you already know look good on you.
