Disagree. If you think about tourism, people visit many destinations precisely for their socio-cultural and environmental reasons. If these places neglected these impacts from tourism, then it would in many cases diminish the thing that the tourists are seeking. Example: Many African countries draw tourists who come seeking the pristine natural habitats and wildlife. But tourism can lead to overdevelopment, pollution, etc, which if unchecked bring about the end of the pristine habitats that visitors are seeking. Same can be said for other tourist destinations including Costa Rica, Alaska, the South Pacific Islands, Antarctica, etc. Many people come to cultural destinations such as Rome, Paris, or other areas because of its rich cultural history. Part of maintaining that cultural legacy is critical not only as a way of maintaining their tourism appeal but also for the people who reside in these countries.
