For Offenders sentenced to the Division of Corrections, the open hearing will be held inside one of the State correctional institutions located in Baltimore City, or in Allegany, Howard, Somerset, or Washington Counties, depending on where the offender is housed. If the offender is sentenced to a county jail or detention center, the open hearing will be held there.
