Look at http://docbox.etsi.org/tech-org/smg… but, an ETSI server account is needed to access this. It is a document stemming from the initial TC-SMG studies on UMTS, not a product of 3GPP. It was, in fact, published as an ETSI deliverable, TR 101 112, and this may be downloaded via http://pda.etsi.org/pda/queryform.asp.
