Passing the law I guess would technically be the judiciary branch of government. Congress makes the law which is called a bill. If the president signs the bill then it goes to the Judiciary branch of government where it is reviewed to see if it is ‘constitutional’ or ‘unconstitutional’. If it is deemed ‘constitutional’, then it will be made into a law in which the president must enforce.
