I know Ethiopia and Guatemala don't put restrictions on family size. I know Haiti was permitting larger families, but I've heard conflicting reports on that now. I think there are a few very small programs that don't restrict family size. Sierra Leone was completely open to larger families, but the entire program is currently in jeopardy so I wouldn't go investing any money there right now. Liberia allows larger families, but I would be careful and cautious working in Liberia right now. Of course, quite a few programs will grant exceptions to family size for special needs adoptions. I know both India and Korea often grant exceptions. But, I also know that India is having other problems right now. Oh, and I don't think Russia restricts family size.
