India has the oldest civilisation in the world. The proof of Mehrgarh as the oldest recorded city and presence of various artifacts dating back to before 7500BC rate india as the oldest and also at that time the largets (Indus Valley Civilisation cultivated a land area larger than the Mesopotamia, the Egyption & the Chinese civilisations put together at that time). India also has an unbroken chain of historical events that make it possible to trace the entire history of the country, unlike any other civilisation which dates back to 7500BC. That makes it the oldest and a ‘still surviving’ civilisation today. There were other contemporary cultures and civilisations (by varying definitions) that existing during the same time (like the Naz culture in Iran & the Mesopotamians), however not with the same level of planning and cultivation.

Technically it depends on ones definition of civilization.Even in the days of the cavemen,there was a small social group consisting mostly of family members.Then later individuals from one group would join another group,thus new blood.These nomads were located all over the earth,tens of thousands of years ago.I would think they would have their own codes of conduct thus a sign of civilization.
