They couldn’t get their moon worthy launch vehicle to work well enough so the project was scrapped in lue of the Lunahod program that landed remote control rovers on the moon. China has said they want to land on the moon by 2020, and the US has made plans to return by then. The current US program in place could be ready by 2017.
